Can someone please figure out how to navigate the PS3 from starting it, to accessing settings and changing the language to english. Currently my PS3 is in Japanese (I recieved a beta code for LBP. Thanks skamm!) All I know is somewhere in settings there exists an Icon for language settings. I need to figure out how to navigate there. Can someone help me out?

German PS3 and German Game but some games do work in German. So how do I change em'? Not all versions of PS3 games support all languages. I'm not overly familiar with EU game language settings, but I do know, that generally speaking if you buy a game in North America, typically your language options are English, French, and Spanish. (if the game offers that many). Some games depending on where they were developed may also have the language for that country (for example some fighting games like Soul Calibur and BlazBlue offer the original Japanese language track.) However, some games might only offer the language for the region they're from.
I know this because I'm currently in Japan, and most games support Japanese audio and text only. Depending on the developer, and the game in question. (although their are some games that are either partly bilingual (IE maybe audio is English but text isn't or vice versa), and there are some games that are fully bilingual.

Depends on the games. In Europe, most publishers pack all the language versions onto the same disc for the ease of manufacturing and the game will adapt to whatever language the XMB is using.
Other games will have language options built into their menus. Japanese games are usually Japanese only Asian versions usually include English, so if your XMB is in English, it will be English. My Final Fantasy XIII is like that so I changed my XMB to Korean.
The language of the game depends on which language your console is set to. Please change the language of your console to your desired language, bearing in mind only a certain selection of languages are available. If you set your console to a language the game is not available in, it will default to English. PS3. From the XMB Menu (PlayStation dashboard), select 'Settings' and press X.
